New Mandatory Requirements

The October 2025 revision introduced four independently required conditions. Meeting the capital threshold alone is no longer sufficient — all criteria below must be satisfied simultaneously.

Full-Time Staff Required

At least one full-time employee must be hired — independently of the capital requirement. Only Japanese nationals, permanent residents, spouse-of-Japanese residents, or long-term residents qualify. Foreign nationals on work visas are not eligible for this requirement.

Japanese Language Operations

The business must be capable of operating in Japanese. Either the representative or at least one full-time employee must hold practical Japanese language ability sufficient to handle day-to-day business affairs.

Expert-Certified Business Plan

The business plan must be reviewed and certified by a licensed Japanese professional — such as a Certified SME Consultant (中小企業診断士), Certified Public Accountant (公認会計士), or Licensed Tax Accountant (税理士). Self-prepared plans without certification will not be accepted.

No Home Office

Only an independent commercial office is accepted as the registered business address. Residential addresses, home offices, and shared virtual office registrations are prohibited under the revised rules. A verifiable, dedicated workspace is required.

Renewal Conditions

Renewal is not automatic. Immigration authorities review the following at every renewal application to confirm the business remains active and compliant.

3-Year Renewal Bonus: Applicants with three consecutive years of profitable operation may qualify for a 3-year renewal period instead of the standard 1-year period.

  • Full Tax ComplianceProof of complete payment of corporate tax, consumption tax, withholding tax, and resident tax required.
  • Social & Employment InsurancePayment records for both social insurance (社会保険) and employment insurance (雇用保険) must be submitted.
  • Continued Japan ResidencyExtended absences from Japan may result in renewal denial. Applicants must demonstrate genuine ongoing business activity in Japan.
  • Activity Details StatementA formal Activity Details Statement (活動内容説明書) documenting business operations since the last visa issuance must be submitted with every renewal.
  • Sustained New RequirementsAll October 2025 requirements — full-time staff, Japanese operations, certified business plan, commercial office — must continue to be met at renewal.

If you already hold a Business Manager Visa as of October 16, 2025, a 3-year transitional period applies.

Renewal Under Grace Period

Until October 16, 2028 — Renewals may be approved even if the new requirements are not fully met. Immigration will consider current business conditions and a concrete plan to achieve full compliance.

Oct 17, 2028

Full Compliance Required

From October 17, 2028 — All new requirements must be fully satisfied at renewal without exception. Early preparation is strongly recommended.

Core requirements (as of October 2025): a physical commercial office in Japan, minimum ¥30M capital investment, at least one full-time local employee, Japanese-language operational capability, and an expert-certified business plan.

The October 16, 2025 reform introduced major new requirements: (1) Capital raised from JPY 5,000,000 to JPY 30,000,000. (2) At least one full-time employee (Japanese national, permanent resident, or long-term resident) is now independently mandatory — no longer a capital alternative. (3) Japanese-language operational capability required (representative or a full-time staff member). (4) Business plan must be certified by a licensed professional (SME consultant, CPA, or tax accountant). (5) Home-office addresses are prohibited; only independent commercial offices are accepted. Existing visa holders have a 3-year grace period until October 16, 2028.

Under the October 2025 revision, applicants must: invest a minimum of ¥30 million into a Japanese company; hire at least one full-time employee (Japanese national or permanent resident); secure an independent commercial office in Japan (home offices and virtual offices are not accepted); demonstrate Japanese-language operational capability; and submit a business plan certified by a licensed professional such as an SME consultant, CPA, or tax accountant.

The Business Manager Visa is granted for 4 months, 1 year, 3 years, or 5 years. Renewal requires proof of full tax payment (corporate, consumption, withholding, and resident taxes), social and employment insurance contributions, an Activity Details Statement, and maintained office continuity. Applicants with 3 consecutive years of profitable operation may qualify for a 3-year renewal.
