The October 2025 revision introduced four independently required conditions. Meeting the capital threshold alone is no longer sufficient — all criteria below must be satisfied simultaneously.
At least one full-time employee must be hired — independently of the capital requirement. Only Japanese nationals, permanent residents, spouse-of-Japanese residents, or long-term residents qualify. Foreign nationals on work visas are not eligible for this requirement.
The business must be capable of operating in Japanese. Either the representative or at least one full-time employee must hold practical Japanese language ability sufficient to handle day-to-day business affairs.
The business plan must be reviewed and certified by a licensed Japanese professional — such as a Certified SME Consultant (中小企業診断士), Certified Public Accountant (公認会計士), or Licensed Tax Accountant (税理士). Self-prepared plans without certification will not be accepted.
Only an independent commercial office is accepted as the registered business address. Residential addresses, home offices, and shared virtual office registrations are prohibited under the revised rules. A verifiable, dedicated workspace is required.
Renewal is not automatic. Immigration authorities review the following at every renewal application to confirm the business remains active and compliant.
3-Year Renewal Bonus: Applicants with three consecutive years of profitable operation may qualify for a 3-year renewal period instead of the standard 1-year period.
If you already hold a Business Manager Visa as of October 16, 2025, a 3-year transitional period applies.
October 16, 2025 — Existing holders are fully covered under the previous rules. No immediate action required.
Until October 16, 2028 — Renewals may be approved even if the new requirements are not fully met. Immigration will consider current business conditions and a concrete plan to achieve full compliance.
From October 17, 2028 — All new requirements must be fully satisfied at renewal without exception. Early preparation is strongly recommended.

Applicants with 3 consecutive years of profitable operation may qualify for a 3-year renewal.
